Abstract This dataset contains updated municipal parcels data along with previously developed parcel data acquired through the municipal grants project by Maine Library of Geographic Information (MLGI). Submission of the municipal grant recipient parcels data was guided by standards presented to the MLGI Board, May 21, 2005, "Standards for Digital Parcel Files" A date field FMUPDAT is attributed with the most recent update date. This dataset also contains municipal parcel data acquired through other sources, the data sets are differenciated by the item FMSCORG.
Purpose To provide a statewide digital tax parcel dataset for Maine. Property maps are a fundamental base for many municipal activities. Although GIS parcels data cannot replace detailed ground surveys, the data can assist municipal officials with functions such as accurate property tax assessment, planning and zoning. Towns can link maps to an assessor's database and display local information. Officials can show tax-payers how proposed development or changes in municipal services and regulations may affect the community. In many towns, parcels data also helps to provide public notices, plan bus routes, and carry out other municipal services.

Users must assume responsibility in determining the usability of this data for their purposes. Digital maps retain the accuracy of their source materials. The best use of data mapped at scales of 1:500,000 and 1:250,000 is in statewide planning and studies; at 1:100,000 in regional planning and studies; at 1:62,500 and 1:24,000 in detailed studies and local planning; and at 1:12,000 and 1:5,000 or larger scales in parcel level studies and detailed local planning. In the use of Maine GIS data, please check sources, scale, accuracy, currentness and other available information. Please confirm that you are using the correct copy of both data and metadata from the Maine GIS Data Catalog. Other Citation Details Dataset contains municipal parcels data developed through municipal grants of the Maine Library of Geographic Information (MLGI). Process Description A feature class was created using the parcel standards for Maine as a guide, additional attributes were added to preserve individual information for each town; items such as TYPE of parcel along with feature level metadata for each town.The existing GeoLibrary parcel data from 2006 were loaded along with any updated towns data that MEGIS received, the item FMUPDAT reflects the currentness of the towns parcel data as a whole.

Process Description An ongoing parcel project is underway where vendors are providing MEGIS with newly developed and/or updated parcel data for municipalities in Maine. As data is received, MEGIS is deleting existing parcel data and replacing it with updated parcel data for individual towns. MEGIS is also adding newly developed or newly obtained data as it is received. The feature level metadata is used to track the source and update organizations and date of parcel data for each town.

Process Description Spatial Alternatives and Sebago Technics gathered, updated, and created level 2 parcel data under contract to the Maine Office of GIS. If data existing that was updated to at least 2006 and met Level 2 parcel standards, then it was only gathered and the fields standardized to the GeoLibrary board Parcel Standards of June 15, 2011. If a community had existing data that was older than 2006, we updated the data to the most recent tax maps available. The data was checked and standardized to meet the Parcel Standards. Finally, if the community had no parcel data, we gathered the most recent tax maps available and digitized those, using the Maine Orthophotos as a base. The first step was to create a base of road row, town boundary, and water features. These were created from E911 roads (edited to fit orthophotos), METWP24polygons, and the National Hydrography database. Tax maps were then rubbersheeted to this base, digitized, and coded with Map and Lot.

Attribute Definition A municipal designation field which carries the map, block and lot or other unique identifier assigned to each parcel by the municipal assessor. This field is the link to the municipal databases. It may not be possible to make this link between the assessor's database and the digital parcel map for every parcel or property record - a one to one relationship. This standard requires only an initial effort to make the linkage as complete as possible.
