Abstract

A Union is a combination of two or more school administrative units joined together for the purpose of sharing the costs of a superintendent and the superintendent's office. Each member school administrative unit maintains its own budget, has its own school board, and operated in every way as a separate unit except for the sharing of superintendent services. In addition, a union school committee exists, comprised of representatives of each member unit school committee and conducts the business of the union. All votes of the union committee are cast on a weighted basis in proportion to the population of the towns involved.

One of several datasets produced for Maine Department of Education to display the affiliation of municipalities for educational purposes.

Process Description

Maine Department of Education provided MEGIS with an Excel spreadsheet containing Maine school adminstrative units current as of December 2011. Excel data was imported into Access to create tables for each individual school administrative unit. These tables were then joined to Metwp24 to extract the corresponding polygon data for each unit. The results of the joins and queries were used to create polygon shapefiles of each unit.

The ArcView shapefile and ArcGIS geodatabase formats, commonly used for Maine GIS data, carry default identifiers and attributes that are software generated and/or important for internal recordkeeping. These are listed here to avoid repetition for every layer, and may not be repeated in the attribute descriptions and definitions of each layer.
