Abstract
MCDCCD00 contains Census 2000 Minor Civil Division(MCD)/Census County Division (CCD) boundaries for Maine at 1:100,000 scale. Census county divisions, census subareas, minor civil divisions, and unorganized territories are primary subdivisions of counties for the reporting of decennial census data. These county divisions are of two functional types: legal and statistical. The Census 2000 TIGER/Line Files are the primary data source for MCDCCD00. The item COUSUB00 contains the Federal Information Processing Standard (FIPS) code a single 5 character code field used by the Bureau of the Census to identify CCDs. The item can be used to relate other Census data files to MCDCCD00 polygons.
Purpose
MCDCCD00 was created to facilitate mapping, analysis, and use of Census 2000 data with other Maine GIS data layers. Other data layers for use with the MCDCCD00 coverage will follow. These depict the various levels of Census 2000 geography. In order of increased detail, these include VTD00 and BLKS00. Although Census boundaries represent real world features like rivers, lakes, railroads, political boundaries, etc., their primary purpose is for use in statistical analysis as such the Census TIGER/Line Files from which this coverage was derived may not coincide with representations of these features drafted for other purposes or at other map scales.
Supplemental Information
Three tables GEOMCDCCD, POPMAPS and MEPOPS are available to assist with the analysis of Census geographic areas in relation to Maine minor civil divisions. GEOMCDCCD is a crosswalk table that contains the COUSUB number, the unique identifier in MCDCCD, and the GEOCODE relationship. POPMAPS provides a related analysis of Census 2000 county divisions for Maine. Developed by the Maine Census Consortium, Maine State Planning Office, the file includes 2000 and 1990 populations, numeric and percent population change, population density 2000 and density change. MEPOPS has been developed by MEGIS. MEPOPS contains previously published population data for Maine Census 2000 CCDs from decennial census data 1950 through 1990 and the relate item COUSUB00 found in MCDCCD00. These tables are published and available for download through the Maine GIS internet Data Catalog at http://megis.maine.gov/catalog/ .There is often no direct 1:1 relationship between minor civil division boundaries and Census geographic units. The rural character of Maine, and especially northern Maine, requires the Census Bureau to report counts and tabulations over larger areas for statistical reasons and the Bureau of Census redefines these areas as population shifts. MCDCCD00 represents the closest correlation between Census geographic units and minor civil division boundaries. All other Census geographies represent areas either larger or smaller than town or township boundaries and often cross boundaries. In most cases additional analysis will be required to report Census counts and tabulations by town or township.

1:100000 ArcInfo version9, Solaris 9, pathname = /home11/crypt83/counties/<countyname>/blks00, coverage size = ~3.5 MB (Penobscot sample) BLKS00 contains Census Blocks which are the smallest geographic units for which basic demographics are available from the Census Bureau. In addition, MEGIS has published five of the geographies as single themes. MCDCCD00 and VTD00 offer Census 2000 County Subdivisions and Census 2000 Voting, House, Senate and County Commissioner districts for Maine 1994-2003. CNGRSS03, HOUSE03, and SENATE03 provide single theme mapping for the new electoral districts for Maine effective 2004. All the datasets are attributed with population. Unique-ids for each Census geographic unit can be used to relate or join these datasets to extended Census data files, counts, tabulations, and reference tables. Two such tables that relate to BLKS00 are MEGEO and BLKS00SF1, from the Bureau of Census, have been published at the MEGIS Data Catalog "Tables" link at <http://musashi.ogis.state.me.us/>. Additional tables from the Census Bureau will be published as they become available.CAUTION: BLOCK, BLOCK GROUP, TRACT alone are not unique. The STFIDBLK00 is the unique reference for BLOCKS statewide. The item CENTAG applies only to multiple occurences of STFIDBLK00. Care must be taken to ensure referential integrity in relates and joins to the IDs provided.

This geospatial data layer is derived from Census 2000 TIGER/Line files. The information present in TIGER/Line files is provided for the purposes of statistical analysis and census operations only. Coordinates in the TIGER/Line files have six implied decimal places, but the positional accuracy of these coordinates is not as great as the six decimal places suggest. The positional accuracy varies with the source materials used, but generally the information is no better than the established national map Accuracy standards for 1:100,000-scale maps from the U.S. Geological Survey (USGS); thus it is NOT suitable for high-precision measurement applications such as engineering problems, property transfers, or other uses that might require highly accurate measurements of the earth's surface.

U.S. Bureau of the Census Redistricting TIGER/Line 2000 data published by ESRI in shapefile format for each Maine county through the Geography Network at <http://www.geographynetwork.com/> were used to assemble this dataset.
Process Description
MCDCCD00 was assembled from Redistricting TIGER/Line 2000 data for Maine counties, published in shapefile format by ESRI through the Geography Network at <http://www.geographynetwork.com/>. The ESRI data layers were in county map extents, stored in geographic coordinates expressed as decimal degrees. The coordinates provided were in the North American Datum of 1983 (NAD83). The ESRI shapefiles were appended and projected to UTM, NAD83, Zone 19 in ArcView 3.2.1, then converted to Arc/Info coverage format with the SHAPEARC command. PRECISION was set to double, double and tolerances were reset throughout the process. The final copy of the coverage was returned to single precision with the result an excellent linework match to the Redistricting 2000 TIGER/Line File source. The coverage was built to POLYGON topology. Attributes of the ESRI shapefiles preserved in MCDCCD00 are the state and county FIPS codes and the CCD FIPS code COUSUB00. Names of the POLYGONS were restored from ESRI names to those used by the Bureau of the Census. To facilitate analysis the COUSUB00 code is provided in both text and numeric format, the item CENTAG was added for correct labeling and/or statistics where multiple polygons contain the same COUSUB00 number as is the case in some coastal communities where islands are depicted. The numeric item POP00 was populated and proofed from the Census 2000 Redistricting Data (P.L. 94-171) Summary File.

Entity and Attribute Detail Citation
The ArcView shapefile and ArcGIS geodatabase formats, commonly used for Maine GIS data, carry default identifiers and attributes that are software generated and/or important for internal recordkeeping. These are listed here to avoid repetition for every layer, and may not be repeated in the attribute descriptions and definitions of each layer. Common software generated identifiers and attributes in Maine GIS data include: FID (feature identifier), Shape (feature geometry), OBJECTID and SHAPE_lengt. In addition, most GIS formats will carry fields for PERIMETER, AREA and/or LENGTH according to feature geometry. These fields are typically available by default, with the units based on coordinate system or projection units of GIS data. Most GIS software packages also provide a means to calculate these values. It is important to test any columns containing PERIMETER, AREA or LENGTH values before using them for analysis purposes. Entity and Attribute Overview
MCDCCD00 was created from Census 2000 TIGER/Line File data and built to POLYGON topology. Attributes include COUNTY, COUSUB00, COUSUB00NUM, COUSUB00NAME, POP00, and CENTAG. The item COUSUB00 can be used to relate other Census data files to the CCD polygons. The item CENTAG was added for correct labeling and/or statistics where multiple polygons contain the same COUSUB00 number as is the case in some coastal communities where islands are depicted. A table POPMAPS provides a related analysis of Census 2000 county subdivisions for Maine. Developed by the Maine Census Consortium, Maine State Planning Office, the file includes 2000 and 1990 populations, numeric and percent population change, population density 2000 and density change. A second table MEPOPS has been developed by MEGIS. MEPOPS contains previously published population data for Maine county subdivisions from decennial census data 1950 through 1990 and the relate item COUSUB00 found in MCDCCD00. Both tables are published and available for download through the MEGIS internet Data Catalog at http://megis.maine.gov/catalog/.

The ArcView shapefile and ArcGIS geodatabase formats, commonly used for Maine GIS data, carry default identifiers and attributes that are software generated and/or important for internal recordkeeping. Common software generated identifiers and attributes in Maine GIS data include: FID (feature identifier), Shape (feature geometry), OBJECTID and SHAPE_lengt. MEGIS has made all vector layers, in the Maine GIS Internet Data Catalog, available in ESRI's ArcView shapefile format. A shapefile is a simple non-topological format that stores the geometry and attribute information for a set of geographic features as a set of vector (point, line, polygon) coordinates. Shapefiles draw quickly and directly in ArcView, ArcGIS, ArcExplorer. Shapefiles are a compatible data type for many other types of GIS software. Three files are fundamental to each shapefile: .shp stores the feature geometry (shape and location information); .shx stores the index of the feature geometry; .dbf a dBASE (TM) file stores the attribute information for the features. Other index files may be created to help speed analysis and query: these file formats are .sbn .sbx .ain .aix .fbn and .fbx. In addition you may find projection .prj, and metadata .xml, files associated with shapefiles.
