E911Rds

FGDC XML
Attribute Accuracy Report Attribute accuracy is tested by manual comparison of the source with hard copy printouts and/or symbolized display of digital files. Attributes for the items LCITY and RCITY represent location names, i.e. Springvale. Location names attributes are used to match telephone company MSAG data. These attributes are also important to geocoding. 98% of the time the location name is also the minor civil division name and will match the attributes of the item TOWN.
Logical Consistency Report Spatial topology meets Maine GIS Data Standards. Spatial topology is clean and free of errors. Edge matching issues were resolved with the use of other sources.
Completeness Report Data set is incomplete.
Horizontal Positional Accuracy Report E911RDS were initially mapped using 1:24,000 base data, and data from Census 1990 TIGER/Line files. Address development included proofing ground locations, GPS collection of new roads and changed roads, attribution of any new road names on the authority of each municipality, and the determination of a minimum and maximum address range for each road. Maintenance of the finalized or addressed data includes local E911 addressing officer feedback and update, visual comparison with available high resolution orthophotography. Data update is continual based on submission of updates from each municipal addressing officer. The item SOURCE contain information on the source of linework and the level of locational accuracy that can be expected for each feature.
Horizontal Positional Accuracy Value 1
Horizontal Positional Accuracy Explanation For data derived from ORTHO_HF or ORTHO_FF-Digital file features include high quality ground-level georeferencing, derived from accurate positioning and geometric corrections, and provide a digital photographic map suitable for applications requiring a 1:1200 National Map Accuracy Standard (NMAS).
Horizontal Positional Accuracy Value 2
Horizontal Positional Accuracy Explanation For data derived from ORTHO_1F-Digital file features include high quality ground-level georeferencing, derived from accurate positioning and geometric corrections, and provide a digital photographic map suitable for applications requiring a 1:2400 National Map Accuracy Standard (NMAS).
Horizontal Positional Accuracy Value 4
Horizontal Positional Accuracy Explanation For data derived from ORTHO_2F-Digital file features include high quality ground-level georeferencing, derived from accurate positioning and geometric corrections, and provide a digital photographic map suitable for applications requiring a 1:4800 National Map Accuracy Standard (NMAS).
Horizontal Positional Accuracy Value 5
Horizontal Positional Accuracy Explanation For data based on the GPS location- GPS data were differentially corrected using Trimble base station data. Parameters set for GPS collection Geoexplorers typically provide accuracy ranges of 2 to 5 meters.
Horizontal Positional Accuracy Value 10
Horizontal Positional Accuracy Explanation For data derived from MEDOQ or DOQQ-Horizontal positional accuracy is determined by the Orthophoto Accuracy (ORACC) software program for DOQ data produced by the National Mapping Division. Field control is acquired by third order class 1 or better survey methods sufficiently spaced to meet National Map Accuracy Standards (NMAS) for 1:12,000-scale products.
Horizontal Positional Accuracy Value 12
Horizontal Positional Accuracy Explanation For data derived from digital base data-base data meets National Map Accuracy Standards for 1:24,000 scale.
Horizontal Positional Accuracy Value 51
Horizontal Positional Accuracy Explanation For data derived from TIGER/Line file data-data meets National Map Accuracy Standards for 1:100,000.

Process Description Those municipalities who have chosen to utilize the services of Maine Office of GIS to aid them in developing physical addresses use the following process: US Census Bureau TIGERs/Line Files road names are joined with USGS 24k digital road centerline data using Arc/Info software. The resulting coverage is clipped to political boundaries using METWP24. Base maps are sent to each municipality where maps are reviewed for completeness and accuracy. The town's addressing officer marks base maps with missing roads and approved road names, desired numbering direction, and indicates odd/even left/right numbering orientation (even on left, odd on right is the standard). Missing or inaccurate roads accompanied by all addressable structures are then collected by GPS contractors. Road side and building type attributes are also collected by the GPS contractors while in the field. Differentially corrected GPS road data is incorporated into the base townroads coverage using GET. Address range data is added using one of two methods: 1) Arc/Info's dynamic segmentation feature is utilized to create address ranges using a town assigned predetermined addressing interval, or 2) Municipality provides ranges of existing or potential address ranges (predetermined) between each intersection, both on the right and on the left side of the road. Road names and address ranges are updated as necessary by MEGIS. Ongoing maintenance of the final data includes addition and/or correction of road and roadnames at the request of each municipalities Addressing Officer.

Entity and Attribute Overview E911RDS contain single line roads coded for road name in the item RDNAME, address ranges are listed in the item RANGE and E911 yes or no. FM items were coded from the item SOURCE. The item SOURCE remains for use and for demonstration of correspondence with FM values; however, FM items provide the most specific and accessible information about the sources of features. For more information on Maine GIS Feature Metadata recommendation, see http://megis.maine.gov/standards/flmeta/fmbrief.htm or contact the Maine Office of GIS at (207)624-7700
Entity and Attribute Detail Citation The ArcView shapefile, ArcGIS geodatabase formats, commonly used for Maine GIS data, carry default identifiers and attributes that are software generated and/or important for internal recordkeeping. These are listed here to avoid repetition for every layer, and may not be repeated in the attribute descriptions and definitions of each layer. Common software generated identifiers and attributes in Maine GIS data include: <title>#, <title>-ID, <title>_, <title>_ID, FID (feature identifier), Shape (feature geometry) and OBJECTID. (Units are meters for Maine GIS data.) Most GIS software packages also provide a means to calculate these values. It is important to test any columns containing PERIMETER, AREA or LENGTH values before using them for analysis purposes. These important values can be carried from format to format and become out-dated. Verify that the values are correct. Also, in your GIS software, please view the properties of data layers for the map units used to calculate these fields, and for the units set for display purposes.

Format Name ESRI Shapefile
Format Version Number ARC Version 9.x
Format Specification ArcView Shapefile Format
Format Information Content MEGIS has made all vector layers, in the Maine GIS Internet Data Catalog, available in ESRI's shapefile format. A shapefile is a simple non-topological format that stores the geometry and attribute information for a set of geographic features as a set of vector (point, line, polygon) coordinates. Shapefiles draw quickly and directly in ArcView, ArcGIS, ArcExplorer. Shapefiles are a compatible data type for many other types of GIS software. Three files are fundamental to each shapefile: .shp stores the feature geometry (shape and location information); .shx stores the index of the feature geometry; .dbf a dBASE (TM) file stores the attribute information for the features. Other index files may be created to help speed analysis and query: these file formats are .sbn .sbx .ain .aix .fbn and .fbx. In addition you may find projection .prj, and metadata .xml, files associated with shapefiles.
File Decompression Technique Data available from this website is in .zip compressed format. WinZip is a Windows based, PKZip-compatible compression utility. You will need a program like this to extract the data.
